The Inter Boards Coordination Commission (IBCC), Ministry of Federal Education & Professional Training, Government of Pakistan, has issued a notification regarding the eligibility of SSC (Arts Group) students for admission in HSSC (Pre-Medical and Pre-Engineering) groups.
As per the decision taken in the 183rd meeting of the IBCC Forum held on 4–5 December 2025, and based on recommendations from relevant bodies including the Pakistan Engineering Council (PEC), Pakistan Medical & Dental Council (PM&DC), Higher Education Commission (HEC), National Curriculum Council (NCC), and Provincial Curriculum Authorities, it has been resolved that:
Students who have passed SSC (Arts Group) may be allowed to register in HSSC (Pre-Medical and Pre-Engineering Groups) with effect from the SSC 1st Annual Examination 2026 onwards.
The IBCC Forum has further recommended that concerned institutions may adopt appropriate measures—such as minimum marks/merit criteria, placement or aptitude tests—to maintain uniformity across all Boards.
However, the final decision and implementation shall be made at the respective Board level, subject to approval from their Boards of Governors (BoGs) and other competent authorities, where applicable.
This notification is issued for compliance by all BISEs/BTEs across Pakistan.
